The AOC is a certificate delivered to an undertaking confirming that the operator has the professional ability and the organisation required to ensure the safety of operations specified in the certificate. On the other hand, an AOL refers to an authorisation granted by the Maltese Civil Aviation Department (‘CAD’) to an undertaking, permitting it to provide air services as stated in the operating licence. Every AOC holder is required to obtain an AOL.
Malta is an appealing jurisdiction for air operators due to the fact that the Maltese AOC application process is structured into well-defined stages. CAD maintains a 24-hour service and an AOC can be issued by CAD within approximately three to six months, provided all the required documentation is in order. Moreover, Malta is a neutral state having both economic and political stability, as well as a professional English-speaking working force and competitive costs for obtaining the AOC and AOL.

Dr. Deborah Vella
Deborah graduated as Doctor of Laws in 2015, admitted to the bar in 2017 and has been working with E&S Group for the past six years within the Corporate and Legal Department. Her main areas of practice are corporate and commercial law. Deborah also takes particular interest in gaming, employment, residency matters and intellectual property issues. In the professional field, she is subscribed as a member of the Malta Chambers of Advocates and the Malta Institute of Taxation where she has read the Professional Certificate of Taxation. In 2017, she took a managerial role within E&S Group heading the corporate team. Her responsibilities were managing and supervising the corporate team, as well as assisting with legal expertise and client relationships together with the Board of Directors. In the first quarter of 2019 Deborah continued to exercise her abilities and corporate expertise by heading also the Corporate Legal Team.
In light of the above, the Directors have promoted Deborah to be the Chief Business Development Manager of E&S Group. Whilst she will continue to be of support towards the corporate and legal team within the firm, her main focus will shift to being the interface with top tier clients and ensuring that such are serviced in the best possible way. Deborah will nonetheless continue to oversee and supervise all that is related to gaming, employment and IP. As the company’s CRM she will also be engaged in a business development role which involves the planning and executing of offline business development and marketing for the Group.
Deborah is fluent in English and Maltese with a proficient understanding of Italian.

Dr. Anton John Mifsud
Anton graduated as a lawyer in 2009 and was admitted to the Maltese Bar in 2010. He holds a Bachelor of Laws, a Masters in Financial Services as well as a Doctorate in Law from the University of Malta and is a member of the Malta Chamber of Advocates. He has worked for a number of years with one of the largest law-firms as well as the largest fund administrator in Malta where he gained valuable experience in corporate and financial services law. He was appointed Head of Legal at E&S Consultancy Ltd in September 2018 and since July 2019 he also oversees the operations of the company’s corporate services department. He regularly advises international clients with respect to the conduct of their business activities in Malta and is also involved in the negotiation and conclusion of agreements on behalf of clients. Anton specialises in corporate, commercial, financial services and fintech law (covering areas such as ICOs, IEOs, STOs and the licensing of crypto-operators).

Dr. Jeanine Schembri
Jeanine joined E&S Group as a legal trainee and currently holds the position of legal associate. Before joining E&S Group she practised as a legal intern at a Maltese litigation firm for a year and a half. She holds a Bachelor of Laws (Honours) degree and a Masters of Advocacy degree, which she obtained from the University of Malta. She has also been admitted to the bar in 2019. Her main areas of practice are corporate law, mergers & acquisitions, shipping law and aviation law related matters.
Jeanine is fluent in Maltese, English and has a basic knowledge of Italian.
